Tokushima Prefecture sits on the southeastern corner of Shikoku, where a Pacific-facing coastline pulls in swell from the east through southeast and rewards surfers with a compact but varied run of beaches, reefs, and one standout river mouth. Most of the surf here fires on energy from the east, east-southeast, and southeast, with the better beach days often extending down into south and south-southeast angles, so this is a coast that comes alive when Pacific groundswell and late-season typhoon systems track in from the open ocean.

That variety is what makes surfing in Tokushima Prefecture worthwhile. Sandy beach breaks are the most forgiving option and start working on small swell, which makes them the natural choice for beginners and anyone wanting an easy paddle. Uneven reef setups step things up, asking for a bit more size and rewarding intermediate surfers who want cleaner shape and more punch. Rounding it out is a boulder-bottomed river mouth that only makes sense for confident, experienced surfers once there is real swell in the water.

Notable spots include Kaifu River, Shishikui, and Takegashima, spread across small coastal towns like Shishikuiura, Mugi, Mugiura, and Tomoura. Shishikuiura holds a couple of the region's breaks, while the Kaifu River mouth is the local benchmark when the swell picks up. Beginner-friendly picks lean toward the sand-bottomed beaches, which are gentler and more forgiving underfoot than the reefs.

Wind is straightforward to read along this coast. The beaches and river mouth clean up under a northwest offshore, while the reefs prefer a southwest wind, so a quick look at the forecast wind direction tells you which type of break to point toward on a given morning. Tide is just as manageable: most spots work through low to mid tide, with a few holding into the high, giving a reasonably wide window to score once the swell lines up.

For size, the beaches start breaking around two to three feet and top out in the head-high to slightly overhead range, while the reefs and river mouth carry more and can handle swell up to eight or even twelve feet when a strong system delivers. Japan's Pacific coast is at its most reliable through late summer and autumn, when typhoon swells sweep up from the south, so that stretch is worth watching if you want Tokushima at its best.
